Set the borders color for the table cells.

Color leftr; | Color for the left border. Set the this parameter to CLR_ERROR to leave it unchanged. The TerCellBorderColorHtml method uses an html string format to specify the color, ex: "red", "#FFFFFF" |
Color right; | Color for the right border. Set the this parameter to CLR_ERROR to leave it unchanged. The TerCellBorderColorHtml method uses an html string format to specify the color, ex: "red", "#FFFFFF" |
bool repaint; | true to repaint the screen after this operation |
