Set the color of the status, ruler and toolbar area around the text window.

The foreground color for the status bar text.

The color value can be passed as a Color object, or an HTML color string such as red, "#ff0000".

The background color for the status, ruler and toolbar area.

The color value can be passed as a Color object, or an HTML color string such as red, "#ff0000".

Return Value: This function returns true when successful.
